Windows .NET LL API Interface
beginnings of a MDI-interface loglogic API-based .NET application. idea is to implement every (working) aspect of the LL API into this application.

with the pending release of 4.9.0, i implemented the "access all devices" checkbox as well as full multi-user device mass-management functionality which did NOT work in 4.8.0 or prior wsdl.
while the currently attached executable was written under 4.9.0 WSDL, it appears to be mostly backwards compatible with the exception of the issues fixed in 4.9.0.

recompiled under 4.8 WSDL. added the new categories to user management (3 new report permissions).

minor UI fixes. disabled items that have no code behind them. added refresh menu item to re-pull user data.

updated to show what appliances users have permission to when in a mgmt station config.
exporting user information also includes that appliance information.
